County commission signs off on roadwork, development and grants

The Nassau County Commission on Monday approved a series of major contracts, land-use changes and grant agreements, including more than $3.8 million in roadway and paving work, a new high-density residential project in Yulee and the acceptance of state and federal funding for environmental and public safety programs.

The board also advanced several budget adjustments, maintenance contracts and policy updates during its regular meeting. The commission:

  • Approved a three-year, $2 million contract with Asphalt Paving Systems for alternative paving services under the Double Chip Seal Program, which aims to extend the life of county roadways.
  • Approved a $1.8 million contract with MAER Construction to build a roundabout at Amelia Island Parkway and Buccaneer Trail.
  • Amended the comprehensive plan’s future land use map to reclassify 24.63 acres at the terminus of John, Clyde and Robert streets from low density residential to high density residential. Commissioners also rezoned the property from open rural to Planned Unit Development. Northgate of Nassau LLC plans to build up to 95 duplexes on the site.
  • Rezoned 9.83 acres of undeveloped land east of Gene Lasserre Boulevard from industrial warehouse to industrial park, special district, expanding permitted uses and subjecting the land to special development standards and review.
  • Entered into an agreement with Taylor Morrison of Florida Inc. to issue mobility credits in exchange for the developer funding traffic signal construction and improvements at Pages Dairy Road and Felmor Road. The work is estimated to cost $1.1 million.
  • Accepted a $350,000 state-appropriated grant for the Thomas Creek Restoration Project.
  • Signed a change order with WSB LLC expanding the Henry Smith Road improvements contract to include construction engineering inspection services. The $118,074 change order brings the contract total to $363,759.
  • Accepted a 2024 Edward Byrne Memorial Justice Assistance Grant totaling $46,796 from the U.S. Department of Justice to support the Sheriff’s Office K-9 Drug Unit.
  • Signed a three-year, $168,372 contract with BrightView Landscape Services for mowing and landscape maintenance at the Nassau County Judicial Complex.
  • Approved a financial package amending the budget to include $4,536 in donations to Nassau County Animal Services and a $93,001 transfer from reserves in the South Amelia Island Shore (SAIS) Stabilization MSBU Fund.
  • Signed a resolution authorizing the Florida Resiliency and Energy District to offer Property Assessed Clean Energy (PACE) financing for commercial properties in Nassau County. The program allows owners to finance energy and resiliency improvements and repay the cost through special assessments.
  • Approved the library system’s 2026 annual plan of service, qualifying county libraries to receive state aid grants.
  • Approved a special event permit to temporarily close a portion of U.S. 17 from 10 to 11 a.m. on Dec. 20 for the Yulee Christmas Parade.
  • Approved an ordinance contracting the Three Rivers Community Development District boundaries by 22.39 acres, leaving the district with 1,523 acres.
  • Amended the Land Development Code to incorporate provisions from Florida Senate Bill 954, establishing a process to review and approve reasonable accommodation requests for certified recovery residences.
